Hosted by the university’s Center for Blockchain and Digital Innovation, the event brings together the people developing the technology, laws, and financial infrastructure behind digital assets.

Representing RWAP will be J. Christian Barlow, S. Marc Kenton, and John C. Barlow Jr. Our presentation, “Tokenization of Subsurface Minerals and Energy: Unlocking Wyoming’s Natural Resources,” will examine how tokenization can connect Wyoming’s resource economy with new methods of financing, ownership administration, and investment.

The discussion brings together three perspectives: Marc will address the industry’s progress and remaining challenges; Christian will examine the legal foundation and RWAP’s approach to implementation; and John will discuss the financial opportunity and potential economic contribution.

Wyoming provides a meaningful setting for this conversation. The event’s announced topics include digital asset banking, the Frontier Stable Token, blockchain policy, entrepreneurship, artificial intelligence, and Bitcoin mining. Together, these discussions address how digital infrastructure can support practical economic activity.

The announced speaker lineup includes:

Caitlin Long, founder and CEO of Custodia Bank.

Anthony Apollo, executive director of the Wyoming Stable Token Commission.

Jeremy Bishop, Wyoming banking commissioner.

Senator Chris Rothfuss, co-chair of Wyoming’s blockchain select committee.

Julie Hill and Eric Alston, of the UW College of Law.

Tyler Gentry, NEED-AID founder; Dalton Gregory, Plentitude co-founder; and Rylan O’Bryan, Wyoming Business Council.

Ben Cook, interim director of the Center for Blockchain and Digital Innovation.

Dan Conway, closing keynote speaker on blockchain, AI, quantum computing, and 6G.

Tyler Lindholm will serve as emcee. Governor Mark Gordon and U.S. Senator Cynthia Lummis are scheduled to provide prerecorded video remarks.

For RWAP, the central question is straightforward: What rights does a token holder actually own, and how are those rights maintained when the token changes hands?

That question matters when discussing interests associated with oil, natural gas, coal, other minerals, and pore space. Our presentation will examine how the underlying rights are identified, how ownership is verified, how transfers are documented, and how income reaches the people entitled to receive it.

The broader regulatory discussion reinforces the importance of that connection. In its January 2026 statement on tokenized securities, SEC staff described structures with different ownership rights and risks, including models that connect blockchain transfers with the issuer’s ownership records. The structure behind a token determines what the holder receives.

RWAP’s patent-pending Dual Chain architecture is designed to connect blockchain transactions with authoritative ownership records and the legal processes supporting them. Its development focuses on keeping digital interests aligned with title records, compliance requirements, and continuing ownership administration.

For Wyoming, the opportunity deserves careful discussion: clearer investment structures, more efficient administration, and additional ways to finance resource development. Evaluating that opportunity requires the legal, technical, and financial disciplines represented at the Stampede.

This year’s event will also honor the late Steve Lupien, director of the Center for Blockchain and Digital Innovation, whose work helped build the community gathering in Laramie.

We look forward to joining that community and sharing RWAP’s work.

Join us September 30 at the University of Wyoming. The Stampede is free and open to the public; preregistration is required for the September 29 dinner and a September 30 lunch pass. View event details and registration.
